Who has the right to decide whether a seat should recline or not? Chuck says he has long legs and would expect someone in front of him would be courteous and not recline. Kelly says she would accommodate a passenger behind her if he politely asked her not to recline, BUT, if she pays hundreds of dollars for a seat, she gets to decide the position of that seat, not the passenger behind her. Also, people have the option of choosing an exit row or aisle seat if it’s a concern.
