Cuomo: Gatherings of Up to 25 People Allowed in Phase 3

Governor Cuomo says COVID-19 data is improving. Hospitalizations across the state are at their lowest since the outset of the pandemic. Cuomo also announced a revision to the Phase 3 reopening protocol, with Phase 3 regions now permitted gatherings of up to 25 people. The Capital Region is set to enter phase 3 on Wednesday.

Meanwhile, the de Blasio administration is firing back at Governor Cuomo for threatening to shut down the reopening of Manhattan. On Sunday, Cuomo said social distancing needs to be enforced better after a flood of complaints and videos showing people disobeying coronavirus related rules. A de Blasio spokesperson tells the New York Post social distancing ambassadors were out all weekend and imprisoning people or taking away their livelihoods is not the answer. Cuomo says there's not enough enforcement.
