Troopers took Joseph Fowler in to custody last Friday after they say he had inappropriate contact with a minor during a photo shoot. State Police say Fowler reached out to the girl on Instagram, offering to meet up and take pictures of her. He allegedly took sexually suggestive photos of the girl and then showed them to another girl. State Police say Fowler may have reached out to other young girls on Instagram offering to do a photoshoot with them. Fowler is already listed on the state's sex offender registry as a Level 2 offender. He was charged with disseminating indecent materials to minors and taken to the Fulton County Jail without bail after he was arraigned.
