New York State is still losing people at a higher rate than any other state.
Preliminary Census numbers show the state's population fell by 319,000 -- or 1.6 % -- in the 12 months ending this past July. It's the second straight year the state has led the country in population loss. Most of the decline has been upstate. Net migration out of the state totaled more than 350,000 people. New births and immigration only slightly reduced that total population loss.
