A Watervliet man remains behind bars without bail at the Albany County Jail after being arrested on disturbing charges.
State Police say Fred Rafferty engaged in sexual acts with a child under the age of 11 years old. According to Troopers, Rafferty knew the child before the alleged incident which they believe occurred at his home in Watervliet. Police also think there might be more victims out there and are asking anyone who has had contact with Rafferty to call them.
