Dozens were on hand on Sunday at the Saratoga track, to call for an end to horse racing.
Patrick Batuello, with the group "Horseracing Wrongs," says thousands of thoroughbreds die on American tracks each year.
Batuello calls it a moral issue.
Last year, there were close to two dozen deaths at Saratoga.
NYRA has issued a statement in response, saying the association has implemented extensive reforms and made significant investments to improve track surface conditions, upgrade equipment, and provide vets with more authority to monitor their health.
