A small crowd gathered Wednesday evening in Glenmont to honor the memory of two little boys, on what would have been the 9th birthday of one of them.
Kenneth White's body was found in a snowbank in December of 2014.
The investigation into Kenneth's death was initially hampered when Albany County Sheriff Craig Apple was unable to gain access to CPS records.
The group also honored Rayen Puleski, whose body was found behind a Schenectady apartment building earlier this month.
Assemblyman Angelo Santabarbara was there to announce plans to introduce a bill in the legislature that would allow law enforcement easier access to Child Protective Services records for a quicker case evaluation.
