Albany College of Pharmacy and Health Sciences (ACPHS) plans to merge with Russell Sage College, aiming to create one of the largest private higher education institutions in the Capital Region. After over a decade of declining enrollment, the Pharmacy Board of Trustees decided to pursue a merger with Russell Sage, which already shares services and property with ACPHS. The merger, announced on Tuesday (April 22), is expected to be completed by fall 2027, pending multiple regulatory approvals.
The combined institution will operate under the Russell Sage name and is projected to have approximately 4,000 students across campuses in Albany, Troy, and online. The merger will result in a unified institution with assets totaling about $246 million, including $115 million in endowment investments.
According to a joint statement from the colleges, the merger aims to enhance academic, student life, and athletic opportunities. Albany College of Pharmacy, founded in 1881, and Russell Sage, founded in 1916, will combine their strengths in health professions and liberal arts to offer a comprehensive college experience.
The merger requires approvals from the New York State Education Department, the U.S. Department of Education, and other accrediting bodies. Once approved, the colleges plan to streamline operations and reduce expenses by selling some buildings in Albany. Students currently enrolled will be able to complete their programs, and future students will have access to expanded academic offerings.
Russell Sage President Matthew Shaftel expressed excitement about the merger, highlighting the strengthened infrastructure for the region’s healthcare workforce and expanded opportunities for students. Albany College of Pharmacy President Toyin Tofade emphasized the partnership's potential to empower students and strengthen communities.
