New York State Assemblyman Robert Smullen has officially launched his campaign for the 21st Congressional District seat, currently held by Congresswoman Elise Stefanik. Smullen, a Republican representing the 118th Assembly District, announced his candidacy on Thursday (November 20) at the Holiday Inn in Johnstown.
Smullen, a retired Marine Corps Colonel, emphasized his commitment to economic growth and affordability in upstate New York. "My priorities are going to be centered around economics about making sure that we have good jobs for our kids that live here that are raised here," he said during his announcement. Smullen also aims to work alongside President Trump to secure borders and create an economy that benefits working people.
Elise Stefanik, who has held the 21st District seat since 2015, is not seeking re-election as she plans to run for governor in 2026. The district has been a Republican stronghold under Stefanik, although it was previously held by Democrats from 1993 to 2015.
Smullen's entry into the race makes him the first Republican candidate, but he faces potential competition from within his party. Businessman Anthony Constantino has criticized Smullen for not publicly endorsing President Trump after an assassination attempt and is considering entering the race himself. Smullen responded by highlighting his appointment by President Trump to the President's Commission on White House Fellows.
The race for the 21st District seat could impact the balance of power in the House, as noted by Professor Kevin Baron of Siena University. "It's more of a safe Republican seat, but it's not a safe seat by a huge margin," he said. Democratic candidates Blake Gendebien and Dylan Hewitt are also vying for the seat.
