School budgets in the Capital Region all passed on Tuesday, but an analysis by the State School Boards Association says the success rate was actually at historic levels.
Out of 671 school districts across New York State, only 5 are facing a second vote.
That's an approval rate of 99.3%.
Association's Executive Director, Tim Kremer, says the formula for success seems to be a simple one, stay at or under the property tax cap.
Another big reason budgets did so well, he says, a more than $1 billion increase in foundation aid from the state.
The average school spending increase is just over 2%.
Average tax levy increase was just under 1 1/2%.
