Governor Cuomo says the tipping system that allows restaurants to pay lower hourly wages has to go. There's just one problem... actually there are AT LEAST three problems. Restaurant owners, workers and patrons say dumping the system will hurt all of us. Kelly and I talked about that this morning and explored the governor's possible motives.
