Why Is Cuomo Allowing Parolees to Vote? Chuck Has a Theory

People getting out of jail on parole in New York State will now be able to vote.  Governor Cuomo signed an executive order Wednesday giving parolees the right to vote.   

Cuomo says it's unconscionable to deny voting to people who have paid their debt and have re-entered society. There are roughly 35,000 New Yorkers on parole right now who cannot vote.
