The quality of care that exists in nursing homes and assisted-living facilities is something that we are all likely to experience, either directly or indirectly, in our lifetimes. While New York State has many regulations on the books about staffing levels, it is unclear whether there is sufficient enforcement of the regulations, sufficient investigation of complaints, or sufficient penalties for violations.
