The Department of Financial Services is out with its annual New York Consumer Guide to Health Insurers. The reports provide rankings based based on complaints, internal and external appeals, grievances and dispute resolution as well as quality of care in various categories. The insurer with the highest overall ranking based on the lowest number of complaints was MVP Health Services Corp. Delta Dental of New York and Eastern Vision Service Plan also made the best of list. Information in the guide is provided by DFS and the State Department of Health.
