The Schenectady City Council on Monday night adopts a more than $88 million budget. That number is about a million more than Mayor Gary McCarthy's proposed spending plan for next year. A tax increase of 1.7% is approved, which is lower than a suggested 3% increase. Also avoided after negotiations and discussion is layoffs of city employees. The city's finances are partially dependent on an expected round of federal aid.
