An analysis of Census Data shows more political power in New York will be shifting downstate.

The State’s population grew more than 4 % between 2010 and 2020. The think tank "The Empire Center" shows the gains were concentrated in New York City and its inner suburbs. That indicates more state Assembly and state Senate seats will move from upstate to downstate in the upcoming legislative redistricting. The state's population is now more than 20 million, and grew twice as fast as it did in the decade between 2000 and 2010.
