A popular Saratoga Springs bar may reopen soon after reaching an agreement with the State Liquor Authority.

Gaffney's on Caroline Street is allowed to start welcoming customers again once it pays a $70-thousand fine. Under the terms of the agreement, the establishment isn't allowed to have any live music or DJ's, must shut down by 2:00 am and also has to use an ID scanner for all patrons who arrive after 9:30 pm and keep those records for 90 days. Gaffney's has been shut down since May following orders that were issued by both the city and liquor authority.
